Haskell was the Mechanical General Contractor for the Clean Products Upgrade Project (CPUP) at the Tesoro/Marathon Refinery in Anacortes, WA. The CPUP project design enabled the refinery to meet new Federal Tier 3 standards emissions. Haskell, teamed with local contractors PowerTek, Performance Contracting Inc. and Safway, performed upgrades to the Naphtha Hydrotreater (NHT) and BenSat Units and installed a new modularized Isomerization Unit.

Coordination between the Owner, Haskell, and other contractors was paramount during this project, as our construction window was constrained between the civil contract and Marathon’s 2018 Spring Turnaround.

Our team implemented Advanced Work Packaging (AWP) and WorkFace Planning (WFP). Advanced Work Packaging drove construction planning early in the lifecycle of a project through alignment of engineering, procurement, and construction. AWP improved project safety, productivity, quality, predictability, cost, and schedule. WorkFace Planning, an aspect of the AWP process where the construction phase was organized into detailed Installation Work Packages (IWP’s), which proved to be very effective in identifying and driving constraints to facilitate timely work package completion.

Haskell installed nine prefabricated modules, largest of which weighed in at 120 tons. Haskell also installed 14,000 linear feet of process piping, 145 tons of structural steel, 3 fin fan condensers, 12 static vessels, 21 pumps, 68 cubic feet of epoxy grout, 19,000 square feet of fireproofing, 32 miles of wire, 8 miles of raceway, medium/low voltage systems, Power Distribution Center (PDC) module, and process instrumentation and controls.

Our team worked over 250,000 man hours, exceeding industry safety metrics in our IPA review.
