Eielson AFB CHPP Utiliduct

Haskell Corporation entered a joint venture (HDJV) with Davis Constructors of Anchorage Alaska to complete the Eielson Air Force Base Utiliduct Extension project.

Located in Climate Zone 8, the $46 million addition to the existing Eielson Utilidor system allows for base expansion to accommodate two new F-35 squadrons. The EIE405 project involves constructing steam and water piping in a underground utility line duct enclosure (utiliduct) starting at the Central Heat & Power Plant (CHPP), extending approximately 2 miles, ending on the South Loop. Piping consists of a 20” steam line, 4” sump discharge line, 8” condensate return line, 12” water main, and fire hydrant piping. Electrical work includes installation of sump pumps and control panels, manhole lighting, manhole power outlets, and manhole services.

Nine other USACE EIE projects are dependent on the successful completion of the utiliduct extension. HDJV was able to partner early with the USACE on resolving problems. The planning process is ongoing throughout the project with particular focus given to the Interim Completion Dates and permitting requirements. Additional concerns of the EIE project were site safety, contaminated soils, material and subcontract management, and the use of site cast-in-place concrete and precast utiliduct sections. Long lead procurement and permitting requirements are critical to the success of the project and were addressed immediately after award.
